I don't think NO/LA/MS deserved this any more than anywhere else. But I do think the leadership of New Orleans and Louisiana was severely lacking, which then exposed a need for better leadership at the federal level. But it was the local failures I would contend that were the primary failures. That doesn't exhonorate the feds from anything, just frames the discussion in the proper context.<BR/><BR/>As for DeLay being or not being corrupt, I have no opinion. If he is, he is, and if he's not then that's fine too.
